Brings forward Mississippi Code sections 27-65-75, 65-9-1 through 65-9-33, 65-18-1 through 65-18-17, and 65-37-1 through 65-37-15 relating to the Office of State Aid Road Construction for possible amendment.

Codifies existing provisions governing state aid road system designation, administration by the State Aid Engineer, and allocation of funds to counties based on equal shares, rural road miles, and rural population.

Establishes the Local System Road Program under the State Aid Engineer's administration to assist counties in constructing and maintaining local system roads with up to 25% of annual state aid road allocations.

Creates the Local System Bridge Replacement and Rehabilitation Fund and Program to assist counties and municipalities in replacing and rehabilitating deficient bridges on local road systems using a formula based on deficient bridge counts and local system road miles.

Takes effect July 1, 2017.
