Authorizes the State Department of Education to issue a Standard License via nontraditional teaching route to individuals holding a graduate degree (master's, educational specialist's, or doctoral level) in any subject matter or educational discipline.

Requires applicants to complete at least 18 semester hours in the same content area with a grade of "C" or higher, achieve nationally recommended passing scores on Praxis Core and Praxis II Specialty Area Tests, and complete required coursework in education, teaching strategies, classroom management, and related pedagogical areas.

Allows applicants to submit official transcripts in sealed envelopes bearing the registrar's seal or signature at the time of licensure application.

Grants hiring preference to holders of Standard License - Approved Program Route or Standard License - Nontraditional Teaching Route over persons holding any other license.

Effective July 1, 2017.
