Requires public utilities supplying water to obtain prior written approval from the affected sewer district before connecting water service to any dwelling, house, mobile home, residence, or business.

Requires the sewer district's written approval to certify that the sewage treatment and disposal system plan complies with all district, county, state, and federal requirements.

Requires public utilities to obtain prior written sewer district approval before reconnecting water service to any property with a new owner or lessee.

Mandates that public utilities immediately disconnect water service upon certification from the sewer district that a property no longer has a sewage treatment system or connection to public sewer.

Effective date: July 1, 2017.
