Amends Section 33-15-17 of Mississippi Code to allow a county official authorized by the board of supervisors to proclaim a local emergency, in addition to the mayor or governing body of a municipality or county.

Requires the board of supervisors to ratify any local emergency proclamation made by an authorized county official at the first regular meeting following the proclamation or at a special meeting legally called for such review.

Maintains existing requirements that governing bodies review the need for continuing a local emergency at least every 30 days and terminate the emergency at the earliest date conditions warrant.

Preserves the authority of governing bodies to issue orders and regulations during a local emergency for protection of life and property, including curfews within designated boundaries.

Takes effect July 1, 2017.
