Amends Section 21-15-33 of Mississippi Code to change the procedure for municipal minutes to become legally valid.

Requires municipal minutes to be adopted and signed (rather than approved) by a majority of all governing body members at the next regular meeting or within 30 days, whichever occurs first.

Minutes become legally valid from the date of the meeting upon being signed by a majority of governing body members, with option for municipalities to designate the mayor as sole approver by ordinance.

Clarifies that ordinances do not need individual signatures if they appear in minutes that have been signed by the mayor or majority of governing body and certified by the municipal clerk.

Effective July 1, 2017.
