Amends Section 37-61-33, Mississippi Code of 1972, to require all certified classroom teachers receive Education Enhancement Fund (EEF) procurement cards for purchasing classroom supplies.

Allocates 9.61% of EEF remainder funds for classroom supplies, instructional materials, and equipment to be distributed to eligible teachers through procurement cards issued by the Department of Finance and Administration.

Requires local school districts to submit the number of eligible teachers to the State Department of Education by September 1 each year, with card amounts determined by dividing total classroom supply appropriations equally among qualifying personnel.

Defines "teacher" as any school board employee or employee of Mississippi School for the Arts, School for Math and Science, School for the Blind, or School for the Deaf who holds a required teacher's license and works in an instructional area.

Takes effect July 1, 2017.
