Department of Finance and Administration may transfer approximately 204 acres at Columbia Training School to the Columbia-Marion County Airport Authority and approximately 406 acres to the Marion County Economic Development District, totaling 610 acres of the 1,823-acre property.

Transferred property may only be used for improvements to Marion County Airport and construction of an adjacent industrial park or other aviation-related facility.

State of Mississippi retains all mineral rights and timber rights to nonharvested timber on the transferred property, with revenue from timber sales deposited into the State Treasury.

Department of Human Services receives six months to harvest and sell timber on the property before development, with revenue earmarked for the department's administrative and program purposes.

Recipients assume all liability for environmental defects and must indemnify the State of Mississippi; recipients must also grant Department of Human Services easements for access to retained parcels if reasonable access is otherwise unavailable.
