Authorizes the parole board to waive notification requirements for parole hearings when there is no registered victim on file.

Reduces the notice period for offender release from local law enforcement from at least 15 days to 5 days.

Amends Section 47-5-177 to conform the 5-day notice requirement for release notifications to sheriffs, police chiefs, and other officials.

Brings forward Section 47-7-5 regarding the State Parole Board composition, member qualifications, duties, and electronic monitoring authority.
