Amends Section 47-7-3 to make any inmate convicted of a capital offense eligible for parole after completing their case plan and serving a minimum of 10.5 years, with a maximum of 20 years if rehabilitative requirements are met.

Establishes that inmates convicted of capital offenses become eligible for parole regardless of their conviction date.

Brings forward Section 47-7-3.2 regarding minimum time requirements for release, specifying that persons convicted of crimes of violence on or after July 1, 2014, must serve at least 50% of their sentence before release, and others must serve at least 25%.

Effective date is July 1, 2017.
