Authorizes the Department of Finance and Administration to lease the Mississippi Department of Public Safety Highway Patrol Headquarters facility in Jackson, Hinds County to a private developer for redevelopment, with lease terms not to exceed 50 years (or up to 70 years by mutual agreement).

Requires DFA and State Bond Commission to conduct a national advertising campaign and establish a competitive proposal process, including a preproposal conference, for selecting a qualified redeveloper.

Requires proposals to include detailed information on the developer's qualifications, proposed redevelopment plans, project budget, 15-year cash flow projections, financing sources, and timeline for completion.

Revenue generated from tenants in the redeveloped property shall finance construction of a new Department of Public Safety Highway Patrol headquarters facility in Rankin County, Mississippi.

Requires an independent audit of the selected proposal and notification to affected jurisdictions and legislative committees before execution of any redevelopment agreement; property reverts to state at lease expiration while state retains all mineral rights.
