Changes the recipient of Alpha Phi Alpha Fraternity distinctive license tag fees from Alpha Foundation, Inc. of Jackson, Mississippi to Mississippi Alpha Network Education and Leadership Foundation, Inc., effective July 1, 2017.

Maintains the $30.00 additional fee for distinctive license tags, with $25.00 distributed to the designated fraternity foundation and remaining amounts allocated to the Mississippi Burn Care Fund ($1.00), State Highway Fund ($2.00), and county tax collectors ($2.00).

Allows Alpha Phi Alpha members to choose between two tag designs (one existing design and one new design approved by the Department of Revenue) when applying through their county tax collector.

Requires applicants to present either a current or past Alpha Phi Alpha membership card or documentation signed by the local chapter president to verify fraternity membership.

Takes effect July 1, 2017, with a requirement that the new distinctive tag design meet provisions of Section 27-19-44(3) by that date.
