Revises the timeline for Personal Service Contract Review Board approval of contracts from 30 days to the monthly meeting following submission, with submissions required at least 30 days before the monthly meeting.

Contracts are presumed approved if the board does not object at the meeting in the month following submission.

Maintains board composition of five members including the State Personnel Director as chair, two Governor-appointed members, two Lieutenant Governor-appointed members, and the Finance and Administration Executive Director as ex officio member.

Requires board approval for personal and professional services contracts exceeding $75,000, with exemptions for IT services, Department of Transportation contracts, and certain Department of Human Services/Child Protection Services contracts through June 30, 2019.

Establishes sole source contract procedures including 14-day public notice on procurement portal, public objection opportunity, and quarterly reporting to legislature on approved and rejected sole source contracts.
