Requires any third party proposing to administer inmate canteen services for the Department of Corrections to describe their pricing methods in full detail to ensure reasonable and fair prices.

Mandates that if convenience store prices are used as the basis for canteen pricing, proposals must specify the locations, types, and number of stores and products to be sampled to ensure sufficient data collection.

Requires the canteen administrator to select the measure of central tendency that best fits the distribution of sample price data when establishing individual product prices.

Requires all records related to price adjustment requests, including supporting data and the Commissioner's approval or disapproval, to be maintained by the administrator.

Requires any approved price increases for inmate canteen services to be submitted to the PEER Committee and the Inmate Welfare Fund Committee 30 days before implementation.
