Requires all shelter hearings in abuse and neglect cases to be recorded (by stenographic reporting, mechanical, electronic device, or combination thereof) unless the hearing is waived.

Amends Section 43-21-203 to clarify that detention and shelter hearings under Section 43-21-309 are now subject to the on-the-record requirement, removing the prior exception.

Directs the Administrative Director of Courts to submit recommendations to the Legislature by January 1, 2018, for creating a detailed case filing form for children removed from homes due to abuse or neglect and a uniform reporting system for neglected and abused children.

Brings forward Section 43-21-251 regarding youth court records, including general dockets, papers, social records, minute books, proceedings, and evidence for possible amendment.

Effective date: July 1, 2017.
