Authorizes the City of Winona, Mississippi governing authorities to designate a portion of U.S. Highway 51 (from the U.S. Highway 82 overpass south to the city corporate limits) as the Highway 51 Radar Speed Detection School Zone.

Requires school zone signage to clearly identify the designated area, maximum legal speed rate, and hours during which the speed limit is enforced.

Permits municipal law enforcement officers to use radar speed detection equipment to enforce speed limits within the designated school zone on U.S. Highway 51.

Grants these powers as additional and supplemental to existing authority under Mississippi Code Section 63-3-519.

Takes effect upon passage.
