Amends Mississippi Code Section 47-7-3.1 to require case plans for inmates convicted of capital offenses include at least two program areas from: criminal thinking, alcohol and drugs, life skills, or behavioral health.

Mandates the Department of Corrections complete case plans for capital offense inmates within 90 days of admission, including screening for physiological and social issues.

Requires case plans for capital offense inmates to include programs such as "70 X 7" and "Love Your Neighbor" or similar programs addressing why the crime was committed and preventing future crimes.

Establishes that caseworkers must meet with inmates every 8 weeks to review case plan progress, and the Parole Board must receive electronic progress reports every 4 months.

Effective date is July 1, 2017.
