Establishes a state lottery to be administered by the Mississippi Gaming Commission, including multi-state lottery games owned by multi-state associations or consortiums.

Defines "lottery" as an activity where players pay for chances represented by tickets, winning chances are determined by drawing or random selection, winners receive prizes, and participation does not require being at a specific location.

Allows persons with gaming licenses issued under Chapter 76, Title 75 in counties where legal gaming is approved to serve as lottery distributors and retailers.

Amends Section 67-1-71 to exempt legal gaming and lottery operation from prohibitions on illegal gambling on alcohol permittee premises.

Amends multiple sections of Title 97-33 (gambling prohibitions) to exclude the state lottery from criminal penalties for illegal lottery activities, advertising, ticket sales, and related conduct.

Effective date: July 1, 2017.
