Grants circuit courts exclusive jurisdiction over complaints filed against the State of Mississippi challenging the lawfulness or constitutionality of any state law, order, rule or regulation.

Requires circuit clerks receiving such complaints to immediately notify the Chief Justice of the Supreme Court, who designates a judge to hear the case and compile a statewide list of judges for such matters.

Allows complaints to be filed with any circuit clerk in any county, with the Chief Justice selecting the location and court for hearings across the state.

Mandates circuit clerks provide copies of complaints to the Governor's Office, Attorney General's Office, House Clerk, and Senate Secretary.

Takes effect July 1, 2017.
