Amends Section 33-15-17 of the Mississippi Code to allow the president of a county board of supervisors to proclaim a local emergency, in addition to the existing authority granted to mayors and governing bodies.

Requires the county governing body to review and approve or disapprove the need for continuing a local emergency proclaimed by the county board president at its first regular meeting or a special meeting called for that purpose.

Mandates the county governing body review the need for continuing a local emergency at least every 30 days until the emergency is terminated.

Allows governing bodies to promulgate orders and regulations during a local emergency to protect life and property, including imposing curfews in designated boundaries where necessary to preserve public order and safety.

Effective July 1, 2017.
