Authorizes the Department of Corrections to transfer an offender out of a technical violation center to the general prison population for the remainder of their revocation term if the offender is causing disruption or poses a threat to institution safety.

Applies this transfer authority to offenders who have been revoked by either the parole board or sentencing court for technical violations.

Clarifies that periods of imprisonment in technical violation centers imposed under Sections 47-7-27 and 47-7-37 cannot be reduced in any manner, except as authorized by the new transfer provision in Section 47-7-38.1(6).

Requires the Department of Corrections to report semiannually to the Oversight Task Force on technical violation center populations, admissions, and average time served.

Takes effect immediately upon passage.
