Removes a requirement that $5,000,000 of bonds issued for the ACE Fund be allocated to provide grants to a manufacturer of high-end kitchen appliances for equipment upgrades at its Mississippi refrigeration facility.

Keeps the $4,200,000 allocation to the City of Louisville, Mississippi for Federal Emergency Management Agency matching funds related to the April 2014 tornado.

Maintains all other provisions of the bond authorization, including the $29,200,000 total bond limit and the July 1, 2019 deadline for bond issuance.

Allows the Mississippi Development Authority to reallocate the previously designated $5,000,000 to other purposes under the ACE Fund program as authorized in Section 57-1-16.
