Changes terminology from "children" to "students" throughout the section regarding performance goals and inclusion of students with disabilities.

Modifies the State Department of Education's authority to "may" rather than "shall" provide special recognition to schools achieving full inclusion of students with disabilities in academic and extracurricular activities.

Allows multiple schools at each level (elementary, middle, and high schools) to receive recognition instead of limiting to one school per level, based on entries submitted to the advisory panel.

Renames the "Committee for Special Education" to the "Mississippi Special Education Advisory Panel" and allows the panel to determine submission deadlines and selection dates annually rather than fixing them to March 31 and April.

Allows recognition to be presented at any Mississippi State Board of Education meeting at a date determined by the board, rather than specifically the May meeting each year.
