Establishes that districts placed into district transformation with a "D" or "F" accreditation rating become eligible to return to local control after achieving a "C" rating or higher for five consecutive years.

Adds a new option allowing the State Board of Education to require a school district to develop and implement a district improvement plan with state guidance and support, with failure to implement resulting in the district remaining eligible for district transformation.

Extends the timeline for an interim superintendent to present a corrective action plan from 45 days to 90 days after appointment to a district in district transformation.

Creates the Mississippi Recovery School District within the State Department of Education to oversee all districts in district transformation, led by a deputy superintendent who appoints interim superintendents and financial advisors as independent contractors.
