Amends Section 27-19-81 of Mississippi Code to include "disposal well waters" among materials eligible for harvest permits issued by the Mississippi Department of Transportation.

Allows vehicle owners or operators hauling disposal well waters to apply for harvest permits authorizing operation on state highways (excluding federal interstate system and certain designated routes).

Harvest permits cost $25.00 per permit and expire one year from issue date, displayed as a decal on the upper left corner of the vehicle's windshield on the driver's side.

Permit fee revenues are deposited into a special fund in the State Treasury and distributed quarterly to counties on an equal basis for road and bridge improvements.

Takes effect July 1, 2017.
