Authorizes state agencies to charge each other for federal grants, pass-through funds, cost allocation charges, surplus property charges, project fees, and nonrecurring fees as approved by the State Fiscal Officer.

Redirects revenues from multiple special funds into the State General Fund effective July 1, 2016, including fees from elections support, court education, crime victims compensation, and various other programs.

Requires agencies administering redirected special funds to be funded through General Fund appropriations rather than maintaining separate special funds.

Eliminates the Justice Court Collections Special Fund and Municipal Court Collections Special Fund, transferring administration to the Department of Revenue.

Exempts certain funds from General Fund diversion requirements, including the Tort Claims Fund, Preneed Contracts Loss Recovery Fund, Land Records Maintenance Fund, and Statewide Cost Allocation Plan revenues used for state property maintenance.
