Brings forward Section 19-5-313 and Sections 19-5-331 through 19-5-343 of Mississippi Code of 1972 relating to emergency telephone service (911) and enhanced wireless emergency telephone service (E-911) for amendment purposes.

Establishes maximum 911 service charges: $1.00 per month for residential and Voice over Internet Protocol lines, $2.00 per month for commercial lines, with uniform application throughout emergency communications districts.

Creates an 8-member Commercial Mobile Radio Service (CMRS) Board appointed by the Governor to collect and distribute $1.00 monthly CMRS service charges on wireless connections, with 30% deposited to the CMRS Fund and at least 70% distributed to emergency communications districts.

Requires CMRS providers to register with the board, collect and remit service charges within 30 days, and allows providers to retain 1% of collected charges as administrative reimbursement.

Establishes a $1.00 prepaid wireless E911 charge collected by sellers at point of sale, with sellers retaining 2% administrative deduction and remitting charges to the Department of Revenue for distribution to the CMRS Board.
