Authorizes law enforcement to verify the presence of both the insurance card and sticker during traffic stops, with an exception if verification through the state system confirms valid coverage.

Establishes misdemeanor penalties of $500 fine and one-year driving privilege suspension for failure to maintain the insurance sticker or card, reducible to $100 if proof of insurance is later provided.

Takes effect July 1, 2017.
