Creates the "Evelyn Gandy Fair Pay Act" to prohibit wage discrimination against women in Mississippi employment practices.

Declares that an unlawful employment practice occurs under federal civil rights laws when a discriminatory compensation decision is adopted, applied to an individual, or paid out, including each time wages or benefits are distributed.

Allows recovery of back pay for up to two (2) years preceding the filing of a discrimination charge when similar or related unlawful compensation practices occurred outside the standard charge filing period.

Honors Edythe Evelyn Gandy, the first woman elected to statewide office in Mississippi and first female Lieutenant Governor in the United States, as recognition that women are equally competent as men.
