Designates multiple highway segments as memorial highways: Mississippi Highway 589 in Lamar County as "Police Chief Willie James Preston Memorial Highway"; Mississippi Highway 302 bridge in DeSoto County as "Senator George E. Guerieri, Sr., Memorial Bridge"; Mississippi Highway 35 in Batesville as "Leonard Morris Memorial Highway"; U.S. Highway 82 in Leflore County as "B.B. King Memorial Highway"; Mississippi Highway 8 west of Pace as "Juniper Yates 'JY' Trice Memorial Highway"; Interstate 55 in Pike County (exits 20A to 13) as "Bo Diddley Memorial Highway"; and two segments of Interstate 220 in Hinds County as memorials to Senators Alice Varnado Harden and Henry J. Kirksey

Requires the Department of Public Safety to develop a program on how persons should respond when stopped by law enforcement officers, including instruction on constitutional rights such as consent to search and refusal to provide unrelated information

Mandates inclusion of the Department of Public Safety program in state driver education programs in secondary schools and accredited nonpublic schools

Authorizes the Division of State Aid Road Construction to administer a bridge replacement project on Mississippi Highway 407 in Attala County spanning Tibby Creek, with sections 1-12 effective July 1, 2017, and section 13 effective upon passage
