Delta State University is authorized to lease up to 55 acres of its Cleveland, Mississippi campus (the Derrall Foreman Golf Course property) for a term not exceeding 40 years, with one optional 10-year renewal period, subject to Board of Trustees approval.

Leased property may be developed as a mixed-use facility including a multipurpose conference center, hotel/lodging, residential housing, parking, landscaping, an executive par-three golf course, and a walking/fitness trail.

Faculty, staff, and students of Delta State University have the right of first offer to purchase or lease any residential units developed on the property before they are made available to the public.

All lease proceeds must be deposited in a special fund for Delta State University's benefit, and the property automatically reverts to the university at the end of the lease term.

The State of Mississippi retains all mineral rights to the leased property, and the Department of Finance and Administration may correct any discrepancies in the property description.
