Provides alternative sentencing options for juvenile offenders convicted of first-degree murder, allowing sentences of life imprisonment or 25-50 years instead of mandatory life imprisonment.

Allows juvenile offenders convicted of capital murder to receive life imprisonment or 25-50 years in custody instead of death penalty, life without parole, or life with parole eligibility.

Applies retroactively to all juvenile offender arrests and convictions regardless of when they occurred.

Takes effect July 1, 2017.
