Amends Section 17-25-1 to allow counties and municipalities to charge a flat processing rate for electronic payments instead of charging only actual processing fees per transaction.

Flat rate must be reasonably related to overall average per-transaction processing fees and internal costs, not exceeding 4% per transaction.

Requires counties and municipalities to post notice of the processing rate in a location easily visible to consumers before they make electronic payments.

Allows counties and municipalities to bear the full cost of processing electronic payments for retail merchandise sales without charging fees to users.

Takes effect July 1, 2017.
