Prohibits state agencies from purchasing, leasing, or acquiring motor vehicles from July 1, 2017 through June 30, 2018, with exceptions for vehicles deemed total loss and those of the Department of Child Protection Services.

Exempts law enforcement and emergency vehicles upon demonstration of justifiable need, and vehicles acquired through grant monies with no state General Fund matching funds required.

Requires state agencies to use a trip optimizer system developed by the Department of Finance and Administration to determine the lowest-cost travel method for trips exceeding 100 miles per day when employees use personal vehicles.

Establishes that the maximum travel reimbursement for vehicle usage must be the lowest cost option determined by the trip optimizer system, excluding only statewide elected officials and Public Service Commission members.

Requires agencies requesting vehicle purchases to submit only the lowest-cost option and obtain Bureau of Fleet Management approval, which may only approve the lowest-cost vehicle capable of meeting the intended use.
