Increases maximum emergency transfer amounts from Capital Expense Fund to Bureau of Building, Grounds and Real Property Management from $500,000 per emergency and $2,000,000 annually to $1,000,000 per emergency and $5,000,000 annually.

Allows unexpended Tobacco Control Program Fund appropriations at the end of fiscal year 2017 to lapse into the Health Care Expendable Fund instead of remaining in the Tobacco Control Program Fund.

Brings forward multiple budget-related sections of Mississippi Code (27-103-125, 27-103-139, 27-103-203, 27-103-211, 27-103-213, 27-103-301, 43-13-407, 65-37-13, 41-113-3, and 41-113-7) for purposes of possible amendment without substantive changes.
