Requires persons transporting more than 500 gallons of liquefied compressed gas to carry serially numbered shipping documents showing the gas type, amount, shipper name and address, and destination.

Mandates vehicles or boats transporting liquefied compressed gas display the transporter's name and address in letters at least 2 inches high on both sides on a contrasting background.

Imposes $1,000 fine per offense for transporting without proper shipping documents, diverting shipments to unauthorized destinations, or altering documents; triggers full excise tax plus 25% penalty and vehicle seizure.

Requires non-carrier importers bringing more than 500 gallons into Mississippi to provide advance notice to the state commission, with commission authority to waive notice if information is available from other sources.

Takes effect July 1, 2017.
