Requires all public buildings under state or political subdivision control, and private/commercial businesses open to the public for assembly or amusement purposes, constructed on or after July 1, 2017, to have at least one restroom with an adult changing station accessible to both men and women.

Mandates that buildings constructed before July 1, 2017 install and maintain an adult changing station by January 1, 2020.

Specifies adult changing station requirements: conspicuous signage at entrance and in directories, table with minimum 400-pound weight capacity, table dimensions of at least 72 inches long by 18 inches wide, table height of minimum 18 inches from floor, and enclosed location accommodating both a wheelchair and caregiver.

Defines "place of public assembly or amusement" as auditoriums, convention centers, exhibition halls, amusement parks, sports arenas, or theaters with minimum occupancy capacity of 500 people.

Takes effect July 1, 2017.
