Exempts personnel actions of 69 specified state agencies from State Personnel Board rules, regulations, and procedures from July 1, 2017, through June 30, 2020, though sworn law enforcement officers in the Department of Public Safety and Department of Wildlife, Fisheries and Parks remain protected.

Requires exempted agencies to consult with the Office of the Attorney General before taking personnel actions to ensure compliance with applicable state and federal law.

Mandates exempted agencies submit monthly electronic reports to the House and Senate Appropriations Committee chairs and Legislative Budget Office detailing salary increases, employee dismissals or adverse actions, and new hires with job titles and starting salaries.

Requires the State Personnel Board to submit monthly electronic reports to appropriations committee chairs and Legislative Budget Office describing all compensation increases for state officers and employees, including justification and effective dates.

Extends the existing exemption for the Department of Human Services and Department of Child Protection Services through June 30, 2020, and clarifies that school attendance officers remain covered by State Personnel Board protections.
