Changes the lookback period for prior DUI offenses from 5 years to 10 years for determining second, third, and subsequent offense penalties.

Increases first offense DUI jail time from 48 hours to 90 days maximum.

Adds new eligibility restrictions for nonadjudication, including prohibiting those with blood alcohol concentration of .20% or more and those involved in accidents causing bodily injury.

Adds criminal penalties for DUI with blood alcohol concentration of .20% or more, allowing jail time and fines up to twice the standard amount.

Adds criminal penalties for DUI causing bodily injury to another person, allowing jail time and fines up to twice the standard amount.
