Proposes a new Section 32A to the Mississippi Constitution establishing that parental liberty to direct children's upbringing, education, and care is a fundamental right.

Guarantees parents the right to choose private, religious, or home school alternatives to public education, and to make reasonable choices within public schools.

Requires the state to demonstrate a governmental interest of the highest order before infringing on these parental rights.

Prohibits denial or abridgment of parental rights based on disability, while excluding parental decisions that would end life from constitutional protection.

Submission scheduled for voter approval on the first Tuesday after the first Monday of November 2018.
