Proposes a constitutional amendment requiring the Legislature to review any administrative rules by state agencies that would affect the state budget by 10% or more in any fiscal year

Administrative rules meeting this threshold would not become effective until the end of the next legislative session following promulgation of the rule

Such rules would go into effect automatically unless both houses of the Legislature adopt a resolution disapproving the rule

Requires the Legislature to enact general law to implement the requirements of this section

Amendment would be submitted to voters on the first Tuesday after the first Monday of November 2018
