Proposes amendment to Section 36 of the Mississippi Constitution of 1890 to change the Legislature from meeting annually to meeting once every two years, beginning in 2020.

Regular sessions shall convene on the Tuesday after the first Monday of January in 2020 and every two years thereafter, unless the Governor convenes the Legislature sooner.

Sessions are limited to 125 calendar days in even-numbered years (2020, 2024, etc.) and 90 calendar days in odd-numbered years (2022, 2026, etc.).

The House and Senate may jointly extend any limited session by 30 days with a two-thirds vote in each chamber, with no limit on the number of extensions per session.

Proposed amendment shall be submitted to qualified voters on the first Tuesday after the first Monday of November 2018.
