Amends Section 140 of the Mississippi Constitution to require the Governor be elected by majority of popular votes cast in the general election held on the first Tuesday after the first Monday of November.

Eliminates the electoral vote system and removes the requirement that candidates receive majorities in both popular votes and electoral votes to be declared elected.

Establishes a runoff election between the two candidates receiving the highest number of votes if no candidate receives a majority in the general election, to be held three weeks after the general election.

Repeals Sections 141 and 142 of the Constitution, which previously allowed the House of Representatives to elect the Governor if no candidate received the required majorities, and prohibited those House members from receiving appointments from the elected Governor.

Directs the Secretary of State to submit the proposed amendments to qualified electors at an election on the first Tuesday after the first Monday of November 2018.
