Proposes a constitutional amendment to the Mississippi Constitution of 1890 by creating a new section authorizing the Legislature to enact legislation for county and municipal mergers and consolidations.

Requires the Legislature to enact general law applicable to all counties and municipalities, and permits enactment of local and private law, prescribing the manner and procedure for incorporated municipalities to merge with each other, with counties, or with both.

Grants authority to the Legislature to prescribe the powers and duties of metropolitan governments, including taxation and finance authority, and to determine the number, qualifications, and selection methods for governing authorities and public officials.

Allows legislation to either maintain existing county offices and officials or abolish them and establish new offices and officials for the metropolitan government.

Submits the amendment to qualified electors for voting on the first Tuesday after the first Monday of November 2018.
