Mississippi Legislature applies to Congress under Article V of the U.S. Constitution to call a Convention of the States limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Application constitutes a continuing request that remains in effect until legislatures of at least two-thirds of the states submit applications on the same subject.

Congress's role is limited to the ministerial duty of naming a reasonable time and place for the convention; Congress cannot determine convention rules, set delegate numbers, or name delegates, which remain under state legislative authority.

Convention voting shall operate on a one-state, one-vote basis and is prohibited from considering any amendments that would modify or repeal provisions of the Bill of Rights.

Mississippi delegates are instructed not to support term limits for members of Congress and may be recalled by the Legislature for breach of duty or violation of instructions.
