Reduces Board of Trustees of State Institutions of Higher Learning from twelve (12) members to ten (10) members.

Governor appoints one (1) member from the state at large with Senate approval; each institutional president submits five (5) recommendations and Governor selects one (1) from each; student government association presidents jointly appoint one (1) member.

Lowers minimum age requirement for board members from twenty-five (25) years to twenty-one (21) years while maintaining qualifications of highest intelligence, character, learning, and fitness.

Sets all board members' terms at four (4) years, with current members' terms expiring December 31, 2018, and new appointments beginning under the 4-year term structure.

Eliminates the previous appointment structure based on Mississippi Supreme Court districts and removes the staggered term expiration system.

Allows the Legislature to consolidate, abolish, or change the status of state institutions of higher learning.

Scheduled for voter approval on the first Tuesday after the first Monday of November 2018.
