Commends and congratulates Megan Heggie of Meridian, Mississippi, for being named the 2016 State Games of Mississippi "Youth Athlete of the Year."

Recognizes Heggie's swimming achievements including 17 gold medals in individual events and 5 in relay events since 2012, plus a bronze medal at the 2016 State Games of America.

Notes Heggie broke 8 team records during the 2016 State Games and 20 individual MSA Girls' team records during 2016 Mississippi Swim Association meets.

Credits Heggie with earning the Coaches Award, Most Improved Swimmer Award, and Most Outstanding Swimmer Award for the third consecutive year at the Mississippi Swim Association banquet.

Directs that copies of the resolution be furnished to Megan Heggie and the Capitol Press Corps.
