Applies to Congress under Article V of the U.S. Constitution to call a limited convention for proposing amendments to address the corrupting influence of excessive spending in elections, specifically concerning Citizens United v. FEC and related decisions.

Requires convention delegates to be comprised equally of individuals currently elected to state and local office or selected by election in each Congressional district, with prohibition on current or former federal office holders serving as delegates.

Designates this application as a continuing application to be considered together with similar applications from Vermont (2013-2014), California (2013-2014), Illinois (98th General Assembly), New Jersey (2014-2015), and future state applications until two-thirds of states apply for the convention.

Directs copies of the resolution to be furnished to the Speaker and Clerk of the U.S. House, President and Secretary of the U.S. Senate, Mississippi's congressional delegation, and presiding officers of all state legislative houses.
