Applies to Congress under Article V of the U.S. Constitution for a convention of states limited to proposing amendments regarding fiscal restraints on the federal government, limits on federal power and jurisdiction, and term limits for federal officials and members of Congress.

Directs the Secretary of the Senate to transmit copies of this application to the President, Secretary of the Senate, Speaker and Clerk of the House, state congressional delegations, and presiding officers of state legislatures.

Specifies that this application is a continuing application until legislatures of at least two-thirds of the states have made applications on the same subject.

Allows this application to be aggregated with other states' applications addressing any of the three specified subjects (balancing the federal budget, limiting federal power and jurisdiction, or limiting terms of federal officials) for purposes of determining if two-thirds threshold is met.

Instructs Mississippi delegates not to support term limits for members of Congress.
