Commends Dr. Oswago Harper for earning Administrator of the Year for the Gulfport School District in recognition of his dedication to educational excellence.

Notes Dr. Harper's educational background, including an associate degree from Mid-Plains Community College (1995), bachelor's degree in criminal justice from University of Tennessee at Martin (1998), master's degree in education from William Carey College (2001), and doctoral degree from University of Southern Mississippi (2005).
