Commemorates the life and accomplishments of Honorable Eugene Coursey Tullos, who passed away on May 24, 2016, and expresses deepest sympathy to his family and friends.

Recognizes Tullos's legal career in Smith County, Mississippi beginning in 1966 and his induction into multiple sports halls of fame as an outstanding basketball player (2007-2009).

Honors Tullos's extensive historical preservation work, including compiling a 1,840-name granite veterans memorial wall, assembling photographs and biographies of fallen Smith County combat veterans, and collecting over 7,000 photographs documenting Smith County's history.

Acknowledges Tullos's contributions as a board member of the Mississippi Historical Society, published historian, author of hundreds of articles on Smith County history, and his role in placing historical markers at significant local sites.

Recognizes Tullos's philanthropy, including donating a replica dome to Smith County and establishing the annual Tullos Scholarship Program at Jones County Junior College for deserving freshmen.
